The Council of Ministers chaired by Mohammed VI at the Royal Palace in Rabat on 17 October 2026 approved the general orientations of the 2027 finance bill. The Royal Cabinet statement, reproduced by La Vie éco with MAP, sets out five priorities. The announcement concerns the bill’s orientations, rather than a finance law already in force.

The first priority combines purchasing power with consolidation of the social state. The text provides for reform of markets and prices from 2027, continued expansion of medical coverage and an increase in direct social assistance. This passage does not specify the new individual amount of that assistance.

An integrated national programme for young people is announced for 2027-2031, covering training, support and easier access to financing, guarantees and markets. Territorial development is another priority: the statement envisages mobilising budget appropriations of around MAD25 billion for the new generation of integrated programmes. This is an announced mobilisation, rather than a record of spending already carried out.

The two other priorities concern sovereignty in water, energy, food and digital matters, and an economy capable of funding social and sovereign ambitions. The bill also envisages strengthening private investment and support for micro, small and medium-sized businesses.
