New coalition must broaden support in Morocco’s House of Councillors
Hespress counts 45 seats for the PAM, Istiqlal and Socialist groups in the 120-member chamber.

Morocco’s new governing coalition has a party base of 45 councillors, according to the breakdown published by Hespress on 19 October 2026. The outlet counts 19 members in the Authenticity and Modernity Party group, 17 in Istiqlal’s group and nine in the Socialist group. The Party of Progress and Socialism, also part of the coalition, has no representative in this chamber, according to that count.
Potential support from other groups is separate from this party total. Hespress points to the ten-member General Union of Workers of Morocco group, linked to Istiqlal, and the three-member Constitutional Democratic and Social group, which favours critical support. Political proximity does not determine how they will vote on every bill.
In opposition, the National Rally of Independents has 29 councillors and the Popular Movement twelve, according to the same article. Professional and trade union groups retain their own priorities: the CGEM’s eight members and the Moroccan Labour Union’s seven cannot be counted in advance as coalition supporters. Actual debates and votes will clarify the balance.
