Lille: implicit residence refusal annulled over missing reasons

Lille administrative court annulled an implicit refusal affecting a Moroccan man on 23 September. The prefecture had not responded to his request for the reasons behind it.

Annulment requires reconsideration; it does not directly grant the requested permit. A procedural failure and recognition of a right to residence are different outcomes.
