The mechanism matters as much as the amount. According to the report, sales of 33,000 tonnes of American soybean meal and wheat are to fund activities. USDA’s general documentation confirms that Food for Progress converts donated agricultural commodities into development revenues.
The official 2026 funding opportunity document, amendment 2, already targeted food safety and cold storage in the livestock chain. But it distinguished an estimated maximum award value of $32,962,824 from an anticipated operating budget of $14,595,000. Those preparatory figures do not establish the final award’s terms.
The recent award announcement has not been read directly. The $33.1 million therefore remains attributed to the report and must not be described as a transfer received by Morocco or an individual livestock farmer subsidy. Actual proceeds, spending and project results need separate monitoring.
