# Agadir: reading the 2027 budget without confusing forecasts and delivery

Agadir adopted its draft 2027 budget in October. Citing the municipal statement, Aujourd’hui Le Maroc reports forecast operating revenue of 850 million dirhams and expenditure of 571.7 million.

La Vie éco confirms these forecasts: the 278.3 million difference funds the equipment budget, including 170 million for debt principal and 108.3 million for projects. Both accounts repeat municipal data rather than providing an independent audit.

Our analysis: assessing a local budget requires following the transition from authorisation to execution. An approved allocation indicates planned capacity; it proves neither that resources have been collected nor that construction has been delivered.

Public scrutiny would therefore benefit from comparing future accounts with operations actually completed and their usefulness. The announced amounts open that process; they do not yet establish a measured improvement in neighbourhood services.
